Grant decisions

 

The Programming Committee on Youth met in Budapest on 9-11 June. It awarded 51 Category A grants and 16 Category B grants for the first half of 2011.

NEXT DEADLINE FOR SUBMITTING

GRANT APPLICATIONS

1 October 2010: Category A and Category B projects taking place in the second half of 2011

Please note that each Category A application must contain a preliminary draft programme showing how each session of the activity (or slots in the programme) is working towards the objectives stated in the proposal. It should also demonstrate the methodology and learning outcomes, i.e. what the participants are expected to gain in terms of knowledge, know-how, skills and change in attitude.

You are reminded that the international project team (preparatory team, leadership team) for Category A and B grants must be composed of a minimum of four people from four different countries.

Special conditions for NATIONAL NGOs applying for a Category A or B grant

The applying NGO must have partner organisations in at least three other countries.

The applying NGO and the three (minimum) partners must work together throughout the whole process (initial idea, concept, design, implementation, evaluation, etc.). There must be a valid reason why these organisations are working together (for example a common vision on a particular subject, specific expertise, previous co-operation)

A partner is not:
- an individual
- an organisation only sending participants but not having any other role

A signed letter from each partner organisation describing the rationale and added value of working together and describing their involvement in each stage of the process must be attached to the application (please avoid using templates provided by other funding agencies).

Applications not complying with the above conditions will delay the process for assessment.

Youth NGOs wishing to apply for a study session at the European Youth Centre in Strasbourg or Budapest can find the application forms on the Youth website. Deadline for applications: 1 October. Contact eyc.studysessions@coe.int for more information.

 

 

Reminder for grant beneficiaries

 

Conditions linked to EYF grants

 

Beneficiaries of EYF grants must:

  • use the Council of Europe logo on any publication, material, website mentioning the project (download the logo);

  • mention the financial support of the EYF.

Reporting

An activity and financial report on all EYF-funded projects must be sent two months after the end of the project. You will receive automatic reminders about this.
A financial report concerning the total cost of the activity (and not just the EYF grant) is required.

PLEASE NOTE

To avoid unnecessary delays in finalising the second payment, the following documents should be attached to your online report or sent by post with the financial report:

 

- the detailed final programme

- a signed list of participants (link to template)

- a list of expenses and corresponding invoices (link to template)

 

The online reporting system is now fully operational. If you click on Project Reports in the left-hand menu, you will find a summary of the EYF-funded projects that have been completed (since 2008), including contact details.

Applications for pilot projects in 2010

There is no fixed deadline for presenting pilot project applications (Category D and D-HRE). They must be submitted online at least three months before the start of the project.

Youth NGOs wishing to present applications for pilot projects (Categories D and D-HRE) taking place in 2010 should refer to the priorities for the Council of Europe's youth sector for 2010 (pdf)adopted by the Joint Council on Youth in January 2009.

 

 In addition, the following more targeted priorities for 2010 were adopted by the Joint Council in October 2009 and should be taken into account when submitting applications.

How can I submit an application?

Non-governmental youth organisations must be registered online in the EYF database before being able to submit an application (see How to register).

Only registered youth NGOs can access the application forms, submit an application and follow their projects through the administrative procedure.

How do I know if my application has been received?

Log on to the EYF site and consult the "Project follow up" section. If your grant application has been correctly sent it will have the status "New" (don't forget to print a copy for your files!).  Read How to follow up your projects for more information.

When will I know if my application has been accepted?

Decisions on Category A and B applications submitted on 1 April 2010 were taken by the Programming Committee on Youth in June 2010. Each applicant has been informed directly about the decision taken.

Decisions on pilot projects are taken approximately every two months. NGOs will be informed individually about the decisions. See projects supported for a list of all the decisions taken.

The Programming Committee on Youth held its 23rd meeting at the European Youth Centre in Budapest on 9-11 June 2010. It awarded 51 Category A and 16 Category B grants for projects taking place during the period January to June 2011.

Useful tips

  • If you wish to apply in FRENCH, please go to the bottom of the page and click on the French version of the site. If you apply in French on the English site, all correspondence will be a mixture of French and English.

  • Before applying, please check that the information concerning your organisation is correct, such as acronym, postal address, e-mail address and contact persons. Click on "Modification" in the "Organisation" section in the left-hand menu to make any changes.

  • When you fill in an application form, please consult the How to apply section in the left-hand menu. It is there to help you and to avoid eligibility problems.

  • When applying, please check that the budget is balanced. Please also calculate the totals of expenditure and income correctly. This will avoid a long exchange of e-mails before the validation of your application.

  • If your project is accepted, please read the Grant Acceptance Form carefully. In particular, you must request the prior approval of the EYF for any change made to the original application (dates, place, budget, etc.).

  • Registered NGOs can open and print their past project applications (see Project follow up).

This new computerised system, which has been made possible thanks also to the support of the UIC (International Union of Railways), corresponds to the wishes of the Programming Committee on Youth (statutory decision-making body on the allocation of grants) to simplify and make more transparent the EYF's administrative procedures.
