Delays in the finalisation of grants

�

The EYF secretariat regrets to inform grant beneficiaries that the assessment of activity and financial reports will be delayed for at least 6-10 weeks. To reduce this delay, please make sure that you provide all the information requested (see reminder for grant beneficiaries below).

Priorities for pilot projects

funded by the EYF in 2012

At its meeting in Budapest on 17-19 October 2011, the Joint Council on Youth adopted priorities for general pilot projects (Category D) and pilot projects on Human Rights Education (Category D-HRE) to be supported by the EYF in 2012 (link to priorities).

Projects must be submitted at least 3 months before the start date.

Reminder

There is no fixed deadline for presenting pilot project applications (Category D and D-HRE). They must be submitted online at least three months before the start of the project.

Youth NGOs wishing to present applications for pilot projects (Categories D and D-HRE) taking place in 2012 should refer to the priorities for the Council of Europe's youth sector for 2012-2013 (pdf).

Next deadlines for grant applications

�

1 February 2012: Category C and C bis (administrative grants) for 2012 (see conditions).

�

1 April 2012: Category A and Category B projects taking place between January and June 2013.

�

Important: NGOs must first of all be registered (i.e. have a four digit login) before submitting an application. If you are not yet registered and wish to submit a Category A or B project, please register well before the deadline (at least 20 days before). Please read "How to register".

�

Youth NGOs applying for financial support for Category A and B projects should refer to the priorities for the Council of Europe's youth sector for 2012-2013 (pdf).

Please read the conditions for a Category A or Category B grant before applying, notably concerning partners if you are not an international NGO.

Grant applications will not be processed unless the following information is provided:

1)� Draft preliminary programme for a Category A project

2)� Information on partners for a Category A or B application from a local/national NGO (please read the instructions).

Please note: Youth NGOs wishing to apply for a study session at the European Youth Centre in Strasbourg or Budapest can find the application forms on the Youth website. Deadline for applications: 1�April 2012. Contact eyc.studysessions@coe.int for more information.

These concern mainly grant beneficiaries. For example:

- youth NGOs will be able to print out their past applications;

- only "open" projects will appear on the "Project follow up" page - "closed" projects will be archived (but still accessible).

Conditions linked to EYF grants

�

Beneficiaries of EYF grants must:

use the Council of Europe logo on any publication, material, website mentioning the project (download the logo);
mention the financial support of the EYF.

Reporting

An activity and financial report on all EYF-funded projects must be sent two months after the end of the project. You will receive automatic reminders about this.
A financial report concerning the total cost of the activity (and not just the EYF grant) is required.

PLEASE NOTE

To avoid unnecessary delays in finalising the second payment, the following documents must be provided:

- a financial report signed by the responsible person in your organisation

- a detailed list of expenses with the corresponding invoices (with an explanation in English or French if necessary)

- the detailed final programme

- a signed list of participants with e-mail addresses

All Different, All Equal Cookbook

How can I submit an application?

Non-governmental youth organisations must be registered online in the EYF database before being able to submit an application (see How to register).

Only registered youth NGOs can access the application forms, submit an application and follow their projects through the administrative procedure.

How do I know if my application has been received?

Log on to the EYF site and consult the "Project follow up" section. If your grant application has been correctly sent it will have the status "New" (don't forget to print a copy for your files!).� Read How to follow up your projects for more information.

When will I know if my application has been accepted?

Decisions on Category A and B applications submitted on 1�October 2011 will be taken by the Programming Committee on Youth in December 2011. Each applicant will be informed directly about the decision taken.

Decisions on pilot projects are taken approximately every two months. NGOs will be informed individually about the decisions. See projects supported for a list of all the decisions taken.

Where can I find information on the projects of other NGOs?

The Programming Committee on Youth held its 25th meeting in Strasbourg on 15-17 June 2011. It awarded 39 Category A grants for a total of ��484,000 and 10 Category B grants for a total of ��60,000 for projects taking place during the period January to June 2012.

Useful tips

If you wish to apply in FRENCH, please go to the bottom of the page and click on the French version of the site. If you apply in French on the English site, all correspondence will be a mixture of French and English.
Before applying, please check that the information concerning your organisation is correct, such as acronym, postal address, e-mail address and contact persons. Click on "Modification" in the "Organisation" section in the left-hand menu to make any changes.
When you fill in an application form, please consult the How to apply section in the left-hand menu. It is there to help you and to avoid eligibility problems.
When applying, please check that the budget is balanced. Please also calculate the totals of expenditure and income correctly. This will avoid a long exchange of e-mails before the validation of your application.
If your project is accepted, please read the Grant Acceptance Form carefully. In particular, you must request the prior approval of the EYF for any change made to the original application (dates, place, budget, etc.).
Registered NGOs can open and print their past project applications (see Project follow up).

This new computerised system, which has been made possible thanks also to the support of the UIC (International Union of Railways), corresponds to the wishes of the Programming Committee on Youth (statutory decision-making body on the allocation of grants) to simplify and make more transparent the EYF's administrative procedures.
